On 11 September 2025, the California State Senate read Assembly Bill No. 56 for the third time, passed it, and ordered it returned to the Assembly. The Senate-amended version retains the Social Media Warning Law requiring covered platforms to display a black-box warning at specified intervals of user activity. The warning must be displayed in black text on a white background, clearly and legibly, occupying at least 25 percent of the user’s screen for initial access and up to 75 or 100 percent for extended warnings. The amendments refine the definition of covered platforms, excluding online services primarily used for cloud storage, electronic mail, or internal communication. The Bill maintains its operative date of 1 January 2027, confirms that it does not create a private right of action, and authorises the State Department of Public Health to revise the warning language by regulation.
