United Kingdom: Office of Communications expanded investigation into Youngtek Solutions Ltd over non-response to information notice and potential breach of age-assurance duties under Online Safety Act

Description

Office of Communications expanded investigation into Youngtek Solutions Ltd over non-response to information notice and potential breach of age-assurance duties under Online Safety Act

On 13 October 2025, the Office of Communications (Ofcom) expanded its ongoing investigation into Youngtek Solutions Ltd under the Online Safety Act 2023. Previously, on 10 September 2025, Ofcom issued a formal information notice to the company under Section 100 of the Act, to which no response had been received by the date of this update. Consequently, Ofcom is now examining whether Youngtek Solutions Ltd has failed, or is failing, to comply with its statutory duty to respond accurately to an information notice. The investigation, opened under Ofcom’s enforcement programme concerning age assurance for adult services, relates to the company’s operation of ImageFap, EmpFlix, MovieFap, PornRepublic, and TNAFlix, with case reference CW/01319/09/25. It seeks to determine whether there are reasonable grounds to believe that the company has failed to comply with its obligations under Section 12 of the Online Safety Act 2023, which requires providers of pornographic services to prevent children from encountering such content through highly effective age assurance measures. Ofcom stated that the scope of the investigation may be extended if additional qualifying services operated by the company are identified.
