Office of Communications opened an investigation into Youngtek Solutions' compliance with age assurance obligations under Online Safety Act

On 10 September 2025, the Office of Communications (Ofcom), under its enforcement programme to protect children from encountering pornographic content through the use of age assurance, opened an investigation into Youngtek Solutions in relation to the adult services it operates, titled ImageFap, EmpFlix, MovieFap, PornRepublic, and TNAFlix, with case reference CW/01319/09/25. The investigation will examine whether there are reasonable grounds to believe that the provider has failed, or is failing, to comply with its duties under Section 12 of the Online Safety Act 2023, which requires services to prevent children from encountering pornographic content through the use of highly effective age assurance. These duties have been applied since 25 July 2025. Ofcom stated that if further adult services operated by Youngtek Solutions Ltd are identified that fall within the scope of the Act, the investigation may be expanded to include those services.
