Vietnam: Ministry of Science and Technology closed consultation on Draft Law on Artificial Intelligence including prohibition of risky AI practices

On 20 October 2025, the Ministry of Science and Technology (MST) closed the public consultation, which had been open since 29 September 2025, on the Draft Law on Artificial Intelligence prohibiting unacceptably risky AI practices. These include manipulation causing harm, real-time remote biometric identification in public for law enforcement except under special legal authorisation, large-scale biometric databases, and emotion recognition in workplaces and education.
