On 13 September 2025, the Governor signed the Transparency in Frontier Artificial Intelligence Act (SB 53). The Law applies to employees of frontier developers of foundation models, including large developers with annual revenue above USD 500 million. The Law prohibits employers from retaliating against covered employees who report information about catastrophic risks or violations of the Act to the Attorney General, federal authorities, or internal compliance officers. The Law requires large frontier developers to establish internal anonymous reporting channels that allow employees to disclose concerns in good faith, provide periodic updates on the handling of such disclosures, and notify employees annually of their rights.
