On 2 June 2025, the Leading Ethical Artificial Intelligence (AI) Development for Kids Act was passed by the State Assembly of California. The Act establishes rules for companion chatbots and generative AI systems. The Act applies to operators of AI chatbots that simulate sustained humanlike relationships with users. The Act bans training AI on children’s data without consent, and prohibits high-risk uses such as companion chatbots or social scoring. Developers must register, label, assess, and audit covered products. The Attorney General can fine violators up to USD 25,000 per breach, and parents or children may sue for damages.
