On 2 June 2025, the Bill on automated decision systems (ADS) was passed by the California State Assembly. The Bill applies to developers and deployers of ADS in areas including employment, education, housing, healthcare, finance, criminal justice, elections, government benefits, utilities, and internet access. The Bill requires developers to conduct performance evaluations and impact assessments, share summaries with deployers, and maintain records for five years. It also requires deployers to give clear pre- and post-decision notices, allow data corrections and appeals, and designate compliance officers. Violations can trigger civil actions with penalties up to USD 25,000 per violation.
