The consultation applied to foreign measures affecting services, intellectual property, and competition practices that restrict U.S. exports, digital trade, or investment. It sought inputs on discriminatory barriers to cross-border data flows, restrictions on internet-enabled services, and unfair licensing or local-presence rules. It also covered weak patent, copyright, and trademark protection, and anticompetitive conduct by state-owned or private firms.
