On 8 September 2025, the Ministry of Science and Information and Communication Technology (MSICT) released the draft Enforcement Decree of the Framework Act on the Development of Artificial Intelligence and Creation of a Trust Foundation (AI Framework Act), which set out governance provisions through the establishment of the National Artificial Intelligence (AI) Strategy Committee under the President, with extended responsibilities for inter-ministerial policy coordination, compliance monitoring and performance management. The draft introduced the role of Chief Artificial Intelligence Officer (CAIO) and the CAIO Council, composed of officers from central administrative agencies, together with subcommittees, special committees, and advisory groups covering transparency, safety, high-impact determination, and fundamental rights assessments. It authorised the designation of an Artificial Intelligence Policy Centre for the development of policy and international standards, and the establishment of an Artificial Intelligence Safety Research Institute to conduct risk identification, safety research, certification, and standardisation, thereby defining national oversight and administrative structures for implementation of the AI Framework Act. The MSICT announced that briefing sessions would be held with companies, organisations, civic groups, overseas operators, and content industries before the subordinate statutes are finalised and published.
