China: Ministry of Industry and Information Technology closes consultation on Artificial Intelligence Science and Technology Ethics Management Service Measures (Trial)

On 22 September 2025, the Ministry of Industry and Information Technology, along with other departments, close the consultation on the Artificial Intelligence (AI) Science and Technology Ethics Management Service Measures (Trial). The draft measures aim to implement the Global AI Governance Initiative and the AI Global Governance Action Plan by standardising the governance of AI science and technology ethics. The measures seek to coordinate the development with high-level security, thereby promoting the high-quality development of the AI industry. The measures further refine and implement existing opinions and review measures in the AI field, clarifying ethical requirements for AI scientific and technological activities. They strengthen support for small and medium-sized enterprises through standard development and services, assisting businesses in preventing science and technology ethics risks. Additionally, the measures encourage responsible innovation, facilitate global market integration, and promote the innovative development and application of the artificial intelligence industry.
