China: Ministry of Industry and Information Technology opened consultation on Artificial Intelligence Science and Technology Ethics Management Service Measures (Trial)

On 7 August 2025, the Ministry of Industry and Information Technology, together with other departments, opened a public consultation on the Artificial Intelligence (AI) Science and Technology Ethics Management Service Measures (Trial) until 22 September 2025. The draft measures aim to implement the Global AI Governance Initiative and the AI Global Governance Action Plan by standardising the governance of AI ethics. They seek to coordinate AI development with high-level security, promoting the sustainable and high-quality growth of the AI industry. The measures further refine and implement existing opinions and review mechanisms in the AI field, clarifying ethical requirements for AI research and development activities. They also strengthen support for small and medium-sized enterprises through standards and services, helping businesses prevent AI ethics risks. Additionally, the measures encourage responsible AI innovation, facilitate global market integration, and promote the development and application of AI technologies.
