Brazil: Ministry of Human Rights and Citizenship adopted ordinance establishing guidance for ethical, safe and transparent use of AI

On 1 September 2025, the Ministry of Human Rights and Citizenship adopted Ordinance No. 1,522, establishing guidance for ethical, safe, and transparent use of artificial intelligence (AI). It applies to AI systems developed, contracted, or used by the Ministry. The ordinance requires respect for rights, data protection, transparency, human oversight, and bias prevention. It bans processing sensitive data without a legal basis, producing legal effects without review, discriminatory profiling, and misuse of confidential data. The Ordinance also provides oversight to the Digital Governance Committee, with records and user disclosure mandated.
