It applies to AI systems developed, contracted, or used by the ministry. The ordinance requires respect for rights, data protection, transparency, human oversight, and bias prevention. It bans processing sensitive data without a legal basis, producing legal effects without review, discriminatory profiling, and misuse of confidential data. The Ordinance also provides oversight to the Digital Governance Committee, with records and user disclosure mandated.
