On 27 August 2025, the Senate adopted the Bill on the protection of children and adolescents in digital environments (PL 2628/2022). The Bill prohibits access by minors to content or services deemed improper, inadequate or legally restricted for those under 18. Providers must implement effective age verification mechanisms for each user access, with self-declaration explicitly prohibited. It requires providers of digital products or services likely to be accessed by children to implement mechanisms that ensure age-appropriate experiences, while respecting progressive autonomy and Brazil’s diverse socioeconomic contexts. Public authorities may serve as regulators, certifiers or promoters of age verification solutions, provided these comply with legality, privacy and fundamental rights. Application stores and operating system providers must adopt secure and auditable age verification measures, allow parents or guardians to set up and manage supervision tools, and enable the provision of age signals to app providers via secure, privacy-protective APIs. Additionally, social networks must ensure that accounts of users up to 16 years old are linked to a parent’s or guardian’s account.
