On 25 August 2025, the Act concerning measures to increase transparency for Artificial Intelligence (AI) systems, including data protection regulation was passed by Colorado Senate. The Act applies to developers and deployers of high-risk AI and providers of generative AI. Developers must exercise care, share documentation, disclose risks, and publish intended uses. Deployers must implement risk management, conduct and update impact assessments, review deployments, inform consumers, and notify the Attorney General of discrimination. Generative AI interactions must be disclosed. Developers and deployers are jointly liable, violations count as unfair trade practices, and the Attorney General may issue rules. The Act provides that the obligations take effect from 30 June 2026.
