On 1 October 2026, Federal Law No. 289-FZ “On Certain Issues of Regulation of the Platform Economy in the Russian Federation (in terms of regulating the activities of digital platforms)” enters into force. The law establishes the legal framework for the platform economy, regulating relationships between operators of intermediary digital platforms, their partners, and users in the sale of goods, the performance of work, and the provision of services. It defines key terms, including digital platform, intermediary digital platform, partner, and user. The law sets requirements for equal access, non-discrimination, transparency, contractual conditions, partner verification, information disclosure, restrictions on certain goods, and price discount rules. It includes provisions on search result ranking, complaints and dispute resolution, interaction with tax authorities, and state oversight. The law introduces obligations for logistics infrastructure and provides measures applicable to foreign operators. It also requires the creation of a unified register of intermediary digital platforms and determines the Government’s powers to set criteria and procedures.
