On 25 July 2025, the Federal Assembly of the Russian Federation adopted Bill No. 959244-8 “On Certain Issues of Regulation of the Platform Economy in the Russian Federation (in terms of regulating the activities of digital platforms)”. The bill set the legal framework for the platform economy, regulating relationships between operators of intermediary digital platforms, their partners, and users in the sale of goods, performance of work, and provision of services. It defined key terms including digital platform, intermediary digital platform, partner, and user; established requirements for equal access, non-discrimination, transparency, contractual conditions, partner verification, information disclosure, restrictions on certain goods, and price discount rules; included provisions on search result ranking, complaints and dispute resolution, interaction with tax authorities, and state oversight; introduced obligations for logistics infrastructure; provided measures applicable to foreign operators; required the creation of a unified register of intermediary digital platforms; and determined the Government’s powers for setting criteria and procedures.
