On 3 July 2025, the State Duma of the Federal Assembly of the Russian Federation received Bill No. 959248-8 “On Amendments to Certain Legislative Acts of the Russian Federation (in terms of harmonising the provisions of current legislative acts with the legislation on the platform economy)”, formally registered in the State Automated Document Management System (SADD) and transmitted to the Chairman of the State Duma. The bill introduced changes to the Law of the Russian Federation No. 2300-I of 7 February 1992 “On Consumer Protection” to extend liability of intermediary digital platform operators for losses caused by provision of inaccurate or incomplete information, to mandate technical capabilities for consumers to submit claims and obtain refunds via such platforms, and to regulate returns where logistics infrastructure of the operator is used; amended Federal Law No. 381-FZ of 28 December 2009 “On the Basics of State Regulation of Trade Activities in the Russian Federation” to prohibit the public offering of goods such as withdrawn products, unregistered pesticides, biologically active additives, unregistered medicinal products, unmarked goods subject to mandatory labelling, and uncertified goods where certification is required; and amended Federal Law No. 236-FZ of 1 July 2021 “On the Activities of Foreign Entities in the Information and Telecommunication Network ‘Internet’ in the Territory of the Russian Federation” to include foreign intermediary digital platform operators meeting specific user thresholds in regulatory registers and to establish notification and compliance obligations administered by the competent federal executive authority.
