On 25 July 2025, the Federal Assembly of the Russian Federation adopted Bill No. 959248-8 on aligning national legislation with the platform economy. The Bill amends the Consumer Protection Law to extend the liability of intermediary digital platform operators for losses caused by inaccurate or incomplete information, require platforms to enable consumers to submit claims and obtain refunds, and regulate returns where the operator’s logistics infrastructure is used. It also amends the Trade Regulation Law to ban the public offering of certain goods, including withdrawn products, unregistered pesticides and medicines, unmarked goods subject to mandatory labelling, and goods requiring certification where such certification is absent. In addition, the bill amends the law on foreign internet entities to require foreign intermediary digital platforms meeting specified user thresholds to be entered into regulatory registers and to comply with notification and other obligations overseen by the competent federal authority.
