On 6 August 2025, the State Administration for Market Regulation (SAMR) opened a public consultation on draft measures for handling market supervision and administration complaints and reports, until 5 September 2025. The draft revises the Regulations for the Implementation of the Consumer Rights Protection Law, including updates to complaint materials, notifications of non-acceptance, designated appraisal and testing agencies, entrusted mediation, mediation deadlines, and prohibitions on using complaints and reports for improper gain. It also adjusts jurisdiction rules for complaints and reports, introducing provisions regarding e-commerce platforms that do not disclose operator information, and removing specific clauses on reporting jurisdiction and jurisdiction dispute resolution. Additional changes aim to improve handling efficiency through new requirements for follow-up visits, notification methods, repeated report management, and public disclosure of consumer complaint information. Finally, it standardises processing procedures for complaints and reports.
