On 26 May 2025, Tools for Humanity again appealed the decision of 25 March 2025 rejecting the Tools for Humanity (TFH) appeal against the suspension of financial compensation for biometric data collection. TFH submitted a "Business Model Change Letter" (SEI No. 0187562), informing changes to the World Network’s operations to resume World ID verification activities in compliance with ANPD’s preventive measures and requesting the Board’s position on its proposal. The General Secretariat forwarded the letter to the General Coordination of Inspection for technical analysis and input. The CGF concluded that the changes in business rules implemented by the regulated entity make the processing of personal data compatible with the preventive measures, as the new rules remove a direct link previously deemed to invalidate consent. The matter was then forwarded to the Ministry of Justice and Public Security for binding evaluation on 12 June 2025.
