On 5 August 2025, Decree No. 12,573 entered into force upon its publication in the Official Gazette of the Union. The Decree establishes the National Cybersecurity Strategy (E-Ciber) as the country’s cybersecurity governance framework. The strategy is built on four themes, citizen protection and awareness, resilience of critical infrastructure, public-private cooperation, and national sovereignty. The decree defines core cybersecurity terms, sets out minimum measures under each theme, and calls for coordination across sectors. It includes provisions for digital safety awareness, risk management, cybercrime prevention, training, international cooperation, and the growth of domestic cybersecurity capabilities.
