President signed Decree No. 12,573 establishing National Cybersecurity Strategy (E-Ciber)

On 4 August 2025, the President of Brazil signed Decree No. 12,573, establishing the National Cybersecurity Strategy (E-Ciber) as the country’s cybersecurity governance framework. The strategy is built on four themes, citizen protection and awareness, resilience of critical infrastructure, public-private cooperation, and national sovereignty. The decree defines core cybersecurity terms, sets out minimum measures under each theme, and calls for coordination across sectors. It includes provisions for digital safety awareness, risk management, cybercrime prevention, training, international cooperation, and the growth of domestic cybersecurity capabilities.
