On 1 July 2025, the Prime Minister issued Decision No. 20/2025/QD-TTg, which delineates the catalogue of important data and core data. The Decision was issued pursuant to the Law on Government Organisation (No. 63/2025/QH15), adopted on 18 February 2025, and the Data Law (No. 60/2024/QH15), adopted on 30 November 2024, aims to classify and manage categories of sensitive and non-public information critical to national interests. Effective immediately, it specifies classification and management protocols for data, including core data such as national border data, defence and national security strategies, public health statistics, economic policies, and environmental data. It also covers important data related to sectors such as transportation, finance, agriculture, and public administration. The decree also establishes specific numerical thresholds for data classification, such as identifying basic citizen data of 1 million or more Vietnamese citizens and sensitive citizen data of 100'000 or more Vietnamese citizens as core data. Similarly, basic citizen data of 10'000 or more Vietnamese citizens and data regarding bank accounts, payment history, and debt obligations of 10'000 or more Vietnamese enterprises or organisations are classified as important data. The Ministry of Public Security is responsible for implementation, guidance, inspection, and supervision, including proposing amendments. Other ministries, government agencies, and local authorities must guide the classification of data within their domains and collaborate with the Ministry of Public Security for updates.
