On 26 June 2025, the Ministry of Public Security of Vietnam opened a consultation on the draft Cyber Security Law until 16 July 2025. The draft Cyber Security Law, if enacted, would replace the 2015 Law on Cyber Information Security and the 2018 Law on Cyber Security. The draft law would require organisations to obtain a government licence to trade in cybersecurity products and services. Most products and services fall under a general category with shared licensing requirements. These include consultancy, monitoring, incident response, data recovery, cyber-attack prevention, inspection tools, surveillance products, and anti-intrusion systems. To qualify for a licence, companies must align with national cybersecurity strategies, have adequate infrastructure, and employ qualified managerial and technical personnel.
