The proposal mandates identifying a minimum of 600 megahertz spectrum from existing allocations for reallocation to non-Federal, exclusive use within two years of Subtitle B's enactment. At least 200 megahertz must be auctioned within three years of the title's enactment, and auctioning must be complete within six years.
