On 1 June 2025, the Texas Legislature adopted the Responsible Artificial Intelligence Governance Bill (HB 149), subject to the Governor’s approval, following the passage of amendments by both chambers. The Bill introduces performance monitoring requirements for artificial intelligence systems through several institutional mechanisms. The Attorney General may issue civil investigative demands to request information on system purpose, training data, output categories, performance metrics, and post-deployment safeguards when investigating complaints. The Bill mandates that participants in the regulatory sandbox programme submit quarterly reports to the Texas Department of Information Resources, detailing performance metrics, risk mitigation measures, and stakeholder feedback. Additionally, the Texas Artificial Intelligence Council monitors overall compliance with the state’s artificial intelligence framework and may issue non-binding reports on system effectiveness, risk exposure, and legal concerns.
