On 23 April 2025, the Texas Responsible Artificial Intelligence Governance Bill (HB 149) was passed by the State House. The Bill establishes specific monitoring requirements through three defined mechanisms. First, the Attorney General may issue civil investigative demands to examine AI systems when investigating complaints (Section 552.103). Second, participants in the regulatory sandbox program must submit quarterly reports to the Texas Department of Information Resources detailing system performance metrics, risk mitigation updates, and stakeholder feedback (Section 553.102). Third, the Texas Artificial Intelligence Council monitors AI system compliance as part of its oversight duties (Section 554.001).
