On 22 May 2025, the Cyberspace Administration of China (CAC) announced findings and imposed measures following the special action "Clear and Bright: Typical Problems Governance of Internet Platform Algorithms," aimed at improving algorithm transparency and fairness across internet platforms. The CAC identified four main areas requiring optimisation, namely enhancing algorithm transparency, addressing information echo chambers, strengthening the review of recommended content, and increasing user control. It also specified that platforms such as Douyin, Xiaohongshu, Weibo, Kuaishou, WeChat Video Account, and Bilibili needed to implement these improvements to ensure compliance. The CAC also reports a series of successful optimisations, namely improvements to algorithm transparency by Douyin, Weibo, and WeChat Video Account. Douyin, Xiaohongshu, and Kuaishou made progress in addressing the issue of information echo chambers. WeChat Video Account and Douyin enhanced their processes for reviewing recommended content, while Kuaishou and Weibo strengthened measures to empower users.
