On 23 April 2025, the Cyberspace Administration of China, in coordination with 6 other national authorities, adopted the Regulation on Terminal Equipment Directly Connecting to Satellite Services. The Regulation introduces a licensing requirement for firms providing terminal equipment for direct-to-satellite communication services in China. Providers must obtain relevant telecommunications and radio operation licences under the Telecommunications Regulation and the Radio Regulation. The use of satellite systems is limited to those legally authorised within the jurisdiction. Additional licensing is required for firms transmitting broadcast television or online audiovisual content via satellite, in accordance with rules issued by the State Administration of Radio and Television. The regulation will enter into force on 1 June 2025.
