Order designating adult websites established in the EU as subject to age verification rules under the Law on Securing and Regulating the Digital Space enters into force

On 7 June 2025, the order adopted on 26 February 2025 designating EU-based pornographic websites subject to France’s age verification rules enters into force. It extends France’s enforcement framework to online pornographic platforms established in other EU Member States, as listed in the annex, including Pornhub, XVideos, and others. From this date, these services must implement an age verification mechanism that complies with the technical specifications established by the Commission nationale de l'informatique et des libertés (CNIL), in accordance with the Law on Securing and Regulating the Digital Space (SREN Law). The Autorité de régulation de la communication audiovisuelle et numérique (ARCOM) is empowered to assess compliance and, where necessary, impose enforcement measures, including blocking access to non-compliant services or imposing administrative fines.
