The Bill would increase annual appropriations to USD 57 million for fiscal years 2025 and 2026, rename the head of the NTIA from Assistant Secretary to Under Secretary, and update statutory references across multiple federal laws. It would consolidate reporting obligations into a single annual report covering broadband funding, spectrum innovation, and digital equity programmes. The Bill would also formalise the NTIA’s role in coordinating executive branch positions on matters before the Federal Communications Commission (FCC), and establish two new offices: the Office of Spectrum Management, responsible for federal spectrum allocation and policy, and the Office of International Affairs, which would advise on and represent US positions in international telecommunications and information policy.
