Measures in amended Executive Order 14256 on duty-free de minimis treatment for low-value imports increasing ad valorem rate and per-item duty enter into force

On 2 May 2025, the measures in Executive Order 14256, as amended by the Executive Order on the amendment to reciprocal tariffs and updated duties as applied to low-value imports from the People’s Republic of China, enter into force. The ad valorem rate of duty is increased from 90 percent to 120 percent. Additionally, the per-item duty on postal shipments containing goods is raised from 75 dollars to 100 dollars for the period between 2 May and 31 May 2025. A further increase will follow on 1 June 2025, raising the per-item duty from 150 dollars to 200 dollars. These changes are intended to prevent circumvention of the tariff regime and reinforce the objectives of Executive Orders 14256 and 14257.
