President signed Order 14256 amending Executive Order 14195 revoking duty-free de minimis treatment for low-value imports

On 2 April 2025, the President of the United States signed Executive Order 14256 ending duty-free de minimis treatment for low-value imports from China and Hong Kong. The Executive order specifies that it aims to address the illicit flow of synthetic opioids into the United States. From 2 May 2025, imports valued at or under USD 800 that would have qualified for the exemption will be subject to all applicable duties, with postal shipments facing a 30% duty or a USD 25 per item charge, increasing to USD 50 from 1 June 2025. Carriers must report shipment details to Customs and Border Protection (CBP), maintain an international carrier bond, and remit duties as scheduled, while CBP may require formal entry for postal packages.
