On 5 January 2022, the Cyberspace Administration of China (CAC) published the Provisions on the Administration of Mobile Internet Application Information Services (Draft), which include user identification requirements. At the same time, the CAC opened a public consultation requesting public comments on the Draft. The consultation will run until 20 January 2022. The Draft Regulations would apply to both application distribution platforms and providers of applications involving information services, such as messaging, e-commerce, audio and video services. App providers of information-sharing apps, such as instant messaging, would be required to carry out real and accurate identification of users, otherwise, such services may not be provided. Application distribution platforms would also be required to verify app providers using their services.
