On 1 April 2025, the provisions of the Law No.479-FZ which establishes a social advertising operator comes into effect. This operator is responsible for coordinating and overseeing the implementation of new requirements related to social advertising. These include monitoring compliance with the mandatory 5% allocation rule, determining which platforms fall under the scope of the law, and facilitating the distribution of social advertising content across digital channels. The creation of this centralised operator aims to ensure consistent application of the law and effective dissemination of socially important messaging across Russia’s digital advertising ecosystem.
