On 26 December 2024, the President signed the Law No. 479-FZ which establishes a social advertising operator to coordinate and oversee the implementation of new requirements related to social advertising. This operator is responsible for monitoring compliance with the mandatory 5% allocation rule, determining which platforms fall under the scope of the law, and facilitating the distribution of social advertising content across digital channels. The creation of this centralized operator aims to ensure consistent application of the law and effective dissemination of socially important messaging across Russia’s digital advertising ecosystem.
