On 1 February 2022, the Fujian Big Data Development Regulations enter into effect. The Regulations establish a framework for public data resources, as well as for the collection, sharing, and use of public data. The Regulations establish the conditions under which public bodies may collect personal data, including notification of collection, and scope, purpose, and method of collection. Further, the Regulations outline how public data should be shared across public data aggregation and sharing platforms. Safeguarding mechanisms to ensure data quality are also stipulated. The Regulations also draw distinctions between different types of public data, with implications for how members of the public (natural and legal persons) can access and use public data.
