On 24 February 2025, South Korea’s National Assembly’s Political Affairs Committee passed a Bill amending the Personal Information Protection Act to strengthen the domestic representative system for overseas businesses. The amendment is now awaiting final approval by the Full National Assembly. The Bill requires overseas businesses with a local subsidiary to designate that subsidiary as their domestic representative. It also introduces new sanctions for violations. The Bill seeks to address the formalistic operation of the domestic agent system by establishing measures to protect personal data. The Personal Information Protection Commission will implement follow-up revisions to enforcement ordinances and conduct regular inspections to ensure the effective establishment of the domestic agent system and enhanced personal information protection.
