On 19 February 2025, the Competition and Markets Authority (CMA) published a report summarising Google’s response to the Provisional Decision Report (PDR) in its investigation into competition in mobile browsing and cloud gaming. The report concerns Alphabet Inc. (Google) and its business practices in mobile browsing, particularly regarding Chrome’s market position and agreements with Original Equipment Manufacturers (OEMs). Google argued that the Chrome revenue share agreement under the Information Services Agreement (ISA) does not harm competition and that it remains incentivised to invest in Chrome across all platforms, including iOS. It contended that Chrome's market position is driven by cross-platform innovation and developer appeal. Regarding choice architecture, Google stated that its OEM agreements ensure a high-quality Android experience, support security updates, and reduce device costs. Google also asserted that Chrome's default prompts on Android are proportionate and non-intrusive, and that existing self-imposed limitations make further remedies unnecessary.
