Federal Service for Supervision of Communications, Information Technology and Mass Media filed lawsuit against Discord for alleged breach of data localisation requirement

On 10 December 2025, the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) issued an administrative violation report alleging Discord to have breached Part 8, Article 13.11 of the Russian Administrative Code (KoAP RF) and therefore violating data localisation requirements. Discord was found to have collected personal data of Russian citizens via the Internet without ensuring compliance with Russian legislation on 22 August 2025, which mandates that such data must be stored and processed using databases located within the territory of Russia.
