Tagansky District Court issued ruling in lawsuit against Discord for alleged breach of data localisation requirement (Case No. 05-0030/422/2025)

On 5 February 2025, the Tagansky District Court of Moscow issued a ruling in a lawsuit against Discord for failing to localise personal data in Russia. The ruling imposed a fine of RUB 2 million on Discord. The court found that Discord, as a data operator, collected personal data of Russian citizens via the Internet without ensuring compliance with Russian legislation. Article 18 of Federal Law No. 152-FZ on personal data requires data operators to store Russian citizens' data on servers located in Russia. The company did not respond to multiple requests from the Federal Service for Supervision of Communications, Information Technology and Mass Media to confirm compliance. The court ruled that Discord Inc. did not take necessary measures to prevent the offence and committed an administrative offence.
