Regulation on Promotion by Telecommunication Operators (No. 001/R/CA-MCA/RURA/016) including anti-competitive behaviour regulation was adopted

On 26 July 2016, the Rwanda Utilities Regulatory Authority (RURA) adopted the Regulation on Promotion by Telecommunication Operators (No. 001/R/CA-MCA/RURA/016). The regulation includes provisions to prevent anti-competitive behaviour among telecommunication operators. Promotions must not involve predatory pricing, discriminatory practices, or unrealistic price comparisons. The Regulatory Authority has the power to cancel or restrict promotions that are deemed anti-competitive. Non-compliance can result in penalties, including fines and the cessation of promotional activities. The decision of the Regulatory Board is binding unless overruled by a competent court.
