On 23 December 2024, the Texas Responsible Artificial Intelligence Governance Act was introduced to the State House, incorporating specific design requirements for artificial intelligence systems. The Act stipulates a series of design requirements for high-risk AI systems. Developers and deployers are obliged to assess and mitigate risks, particularly those related to algorithmic discrimination, data misuse, and security vulnerabilities. The disclosure of purpose, limitations, and decision-making factors by AI systems is of particular significance when interacting with consumers or influencing consequential decisions. Data governance measures are required to ensure that training datasets are suitable and free from discriminatory biases. Furthermore, it is obligatory for AI systems to provide safeguards against unfair treatment based on protected characteristics such as race, gender, or disability.
