On 17 December 2024, the National Cybersecurity Standardization Technical Committee (TC260) opened a public consultation on the cybersecurity standard practice guidelines - technical requirements for mobile internet minors mode, until 31 December 2024. The guidelines seek to introduce "minor mode" for mobile internet products. It applies to mobile device manufacturers, application (app) providers, and distribution platforms. The guidelines mandate that devices must offer a toggle between regular and minor mode, restricting access to only educational and emergency apps for minors, with age-based time limits. Apps must feature age-appropriate content, while platforms are required to allow parental control over time and spending limits.
