Russia: Adopted Bill No. 724769-8 concerning the prohibition of information advocating the abandonment of childbearing

On 20 November 2024, the Bill No. 724769-8 concerning the prohibition of information advocating the abandonment of childbearing by amending the federal law on Information, Information Technologies and Information Protection was adopted by the Federal Council. The Bill introduces regulations pertaining to content moderation with the objective of preventing the dissemination of information that promotes the refusal to bear children. The Bill draws upon mechanisms already in place to safeguard against the dissemination of harmful content, analogous to those outlined in Federal Law No. 478-FZ of 2022. The amendments target various sectors, including mass media, cinema, and advertising. In the event of an infringement of the Bill, a penalty of up to RUB 5 million may be imposed.
