Canada: Closed consultation on Competition Bureau updated merger enforcement guidelines

On 12 January 2025, the Competition Bureau closes the consultation on its merger enforcement guidelines. The proposed updates to the guidelines clarify the new “structural presumption” for high market concentration and market evaluation techniques such as the Hypothetical Monopolist Test (HMT). The issuance of the guidelines follows amendments to the Competition Act.
