Rwanda: Adopted Ministerial Order No. 001/MINICT/2024 including age verification requirement

On 22 January 2024, the Minister of Information, Communication, Technology and Innovation adopted the Order No. 001/MINICT/24. The order requires digital content providers to implement mechanisms to prevent children from accessing content, sites, products, or interactive services that are not age-appropriate. This encompasses the utilisation of filters and digital tools to evaluate the suitability of online materials in accordance with age categories. Furthermore, Internet service providers are required to restrict access to harmful content, including sexual or violent material, through technical measures such as parental controls, PIN codes or age verification tools.
