Vietnam: Announced the assignment of the National Digital Transformation Department for the developement of a legal framework for AI

On 25 April 2024, the Ministry of Information and Communication (MIC) announced the assignment of the National Digital Transformation Department to develop and complete additional legal documents and establish a testing framework for AI. Furthermore, the MIC has tasked the department with the oversight of the pilot implementation of large language models and virtual assistants, as well as the construction of a benchmark set, which is a strategic tool used to compare the performance of processes, products and services of a business with the performance of companies within and outside the industry. The benchmark set will be employed to assess the quality of large language models. It is anticipated that this document will be published in 2024. This follows the publication of the National Strategy on AI Development under Decision No. 127/QD-TTg, initially promulgated on 26 January 2021. This decision aims to guide the research, development, and application of artificial intelligence (AI) by 2030. It focuses on the creation of a legal framework and environment for AI that ensures responsible development in alignment with Vietnamese practice and culture.
