On 13 October 2023, the New York Artificial Intelligence Bill of Rights (A 8129), which includes pre-deployment testing requirements for automated systems, was introduced to the New York State Assembly. The Bill mandates that these systems undergo risk identification and mitigation and are subject to ongoing monitoring to ensure they are safe and effective. If an automated system fails to meet these requirements, it is not to be deployed and must be removed if it was released to the market.
